Valid Pennsylvania license plate.
Registered to your address within the permit area.
Application Process
Apply in Person
Visit the RPA office at 430 S 4th St, Reading, PA 19602.
Office Hours: Monday–Friday, 8:00 AM – 5:30 PM.
Submit Documents
Current driver’s license.
Vehicle registration.
All documents must reflect your address in the permit zone.
Payment
Restrictions
Each vehicle requires its own permit.
Commercial vehicles are not eligible.
Validity
Permits are valid for 12 months from the date of issue.
Non-Transferable
Permits are not transferable to another vehicle or person.
If a vehicle is sold or transferred, remove the permit and obtain a new one for the replacement vehicle.

1) ONLINE: Visit www.tocite.net/readingpa/Portal to set up an account which will make automatic monthly payments or a one-time monthly payment. (Be sure to un-check the autopay option) (NOTE: 3% or minimum of $3 convenience fee applied)
2) IN PERSON: Reading Parking Authority administrative office // 430 South 4th Street
Monday through Friday from 8:00 AM to 5:30 PM
Required Documents
The following documents MUST be provided for a residential parking lease:
1) Current Driver’s License
2) Current Vehicle Registration and
Proof of current Vehicle Insurance
The address listed on the documents must be located within 2-4 blocks of the parking facility to be eligible for the residential rate.
NOTE: All permits are valid from the first day of the month through the last day of the month. There will be no prorated amount for partial time or refunds for unused time.

Provide updated documentation if any information has changed.
Pay the $25 renewal fee.
Non-Transferable

Permits are not prorated if canceled before the expiration date.
