RPA-101
Want to learn about the Reading Parking Authority? The Reading Parking Authority (“RPA”) is conducting a three-week course entitled “RPA-101”. This course is designed to give participants an insight into the daily tasks of the RPA’s Parking Enforcement Officers (“PEO’s”), Maintenance personnel, and Office Clerks. Over the duration of the courses, participants will also be educated on RPA parking policies, the RPA appeal procedure, payment plans, the residential permit process, parking rates, the MobilNow app, and much more. On the last day, there will be a certified driving instructor to teach those with a valid driver’s license how to parallel park (something many of us are afraid to try or just need a refresher course).
We are now accepting applications for classes that begin October 13, 2018 and end on October 27, 2018. The classes will run from 10 am until 1 pm at the Reading Parking Authority office at 613 Franklin Street, Reading, Pa 19602. Participants are requested to attend all classes in order to receive the full benefit of the course. Students will learn about:
• Parking Enforcement
• Maintenance
• Office Clerks
• RPA appeal process
• Payment plans
• Residential Permit Process
• MobilNow App
• Paying for a parking ticket
• Parking Rates (on-street/off-street/events)
• No Parking Signs
• Street Sweeping
• A copy of the Codified Ordinance as it relates to parking will be provided
• Parking signs and their meaning
• Training that has been afforded to the RPA staff and future training
• Future plans for the RPA
• Parallel Parking instruction
• And much more…
Classes
Classes will be held on three consecutive Saturday mornings, from 10 am to 1 pm. Due to the limited number of spaces available, participants are required to attend all three courses to receive a certificate of completion. Parallel parking training is not a requirement it is being offered to those with a current and valid PA Driver’s License who wish to receive this instruction. Parking for participants will be free and available at our South Penn Garage.
Parking enforcement officers, maintenance personnel, office personnel, an Independent Hearing Officer, RPA management, and Police Officers will be present for positive and educational discussion.
Refreshments
We are positive that learning about the RPA is more than enough to encourage you to attend this course on a Saturday morning. However, just in case it isn’t, the RPA will be providing light refreshments at the first class to welcome those participating in the course.
Requirements
• Must be at least 18 years of age
• Live or work in the City of Reading
• Provide your own transportation and vehicle for the parallel parking instruction
• Must attend all three classes in order to receive the certificate of completion

It does not impart any relationship between participants and the RPA, including any employer-employee relationship, a contractual relationship nor any other relationship of any kind. Those receiving a certificate of completion will not be authorized nor permitted to act on behalf of the RPA.
