Free parking in celebration of the President’s Day

In celebration of the Presidents’ Day holiday, the Reading Parking Authority is offering free parking in its garages from Sunday, February 16, at 6:00 PM through Tuesday, February 18, at 8:00 AM.
Free parking at the dates and times above is being offered at the following Reading Parking Authority garages:
- 4th & Cherry Garage – Between the 400 blocks of Franklin and Cherry Streets
- Albert Boscov Plaza – Intersection of Washington and 2nd St.
- Chiarelli Garage – North 3rd Street between the 300 Blocks of Washington and Court Streets
- Convention Center Garage – 700 Block of Court Street
- Poplar & Walnut Garage – Between the 700 Blocks of Walnut and Washington Streets
- Reed & Court Garage – Located and may be accessed from the south side of the 600 Block of Court Street
- South Penn Garage – Between the 600 Blocks of Franklin and Cherry Streets

RPA administrative office closed for renovation

The Reading Parking Authority administrative office will be closed on Thursday, November 14 and Friday, November 15 due to renovations.
Located at 613 Franklin Street, the RPA office is undergoing renovations that will help us better meet the needs of our customers.
Customers are able to make a payment 24 hours a day via the Reading Parking Authority online payment portal at https://epay.cityhallsystems.com/selection

The Reading Parking Authority (“RPA”) was recently asked about some of its enforcement practices. Those questions and an answer to each of them appears below.
Is the RPA allowed to tow vehicles?
Yes, the RPA is allowed to tow vehicles. The RPA is governed in large part by the Parking Authority Law (“Act”), which generally sets forth the purposes and powers of parking authorities in Pennsylvania. Sections 5505(b)(2) and 5505(d)(21) of the Act permit a parking authority to administer and enforce on-street parking regulations when authorized by municipal ordinance or resolution. Section 5505(d)(21)(iv) states specifically, if authorized by its parent municipality, that a parking authority is permitted to boot and tow vehicles that are illegally parked or if the owner of the vehicle is delinquent in payment of previously issued parking tickets. The City of Reading is the parent municipality for the RPA. The City has passed ordinances that permit the RPA to boot and tow vehicles. For example, City Ordinance 576-812 and City Ordinance 576-815 address the boot and tow of vehicles with owners that have five or more unsettled parking violations.
Is the RPA permitted to issue violations for expired vehicle registrations and inspections?
Yes, the RPA is permitted to issue violations for expired vehicle registrations and inspections. City Ordinance 576-408 prohibits vehicles without current valid registration plates and/or without a current inspection sticker to be parked or left on the streets. Pursuant to City Ordinance 576-415, vehicles without a current registration and/or inspection are subject to an immediate tow. City Ordinance 8-97 previously authorized the RPA to enforce the City’s on-street parking regulations. Ordinance 8-97 was ratified and confirmed by City Resolution No. 31-2001, which approved a Cooperation Agreement between the City and the RPA. The Cooperation Agreement specifically states that the powers granted to the RPA are exercised concurrently with all powers given to the City of Reading Police Department for the enforcement of standing, stopping and parking restrictions by applicable State and City Law.
Is there a restriction on the times at which a Parking Enforcement Officer (“PEO”) may issue violations?
There are no restrictions on PEO enforcement times for RPA facilities. For on-street parking regulations, there are no restrictions on PEO enforcement times unless established by City Ordinance. For example, Ordinance 576-417, which applies to residential parking, states that the one to three hour time limit shall only be enforced on weekdays from 8 am to 8 pm.
How to pay for parking

Keep your parking entry ticket with you after entering the garage.

EXITS DO NOT ACCEPT CASH, if you need to pay with cash you have to pay at the Pay On Foot station located on the first floor elevator in each garage.
When leaving the garage, SCAN the original parking ticket you pulled when entering the garage in the lower left hand corner of the exit station where it says “Scan Barcode”


A fee will be displayed in the stations screen. Pay displayed amount with a credit card.
*If you have a voucher, Scan your voucher in the lower left just as you scanned your ticket.


The fee will be reduced to the proper dollar amount. Pay this at the exit with a credit card.
Press the receipt button for a receipt.
If paying with cash, scan your ticket at the pay station located in the garage on the first floor. Scan your ticket in the area marked scan barcode.


At the pay on foot station you can pay with cash or credit card. Insert cash where indicated, you will have 15 minutes to exit the garage from the time of payment (unless you are paying for Event Parking which is a fixed dollar amount and not pay by hour, then you can make a payment at any time during the event and you have no required time restraint to exit).

Scan your ticket at the exit to leave the garage.

Our New Gates are Arriving

Welcome back Reading Parking Authority readers! It has been sometime since the last blog but not fret positive progress is still proceeding at the Reading Parking Authority.
The installation of the new Parking Authority Access and Revenue Control Systems (PARCS) also known to many as “Parking Gates” will begin at the Second and Washington Garage on June 10, 2019. Up next? The Convention Center Garage (near the DoubleTree Hotel) has a target install date of June 24, 2019. It is unknown as this time, how long each installation will take. Our goal though, is to make the installations as trouble-free to patrons as possible.
