1. Acceptance of Terms

By using ReadingParking.com (hereafter “the Website”) or its services, you agree to these Terms & Conditions (“Terms”). You must be at least 18 years old to use our services or have supervisory consent if younger.

2. Use of the Website

The Website offers parking-related services for the Reading Parking Authority (“RPA”), including ticket payment, permit management, garage information, citations, and appeals. You agree not to misuse or interfere with the Website’s operations.

3. Parking Rules & Enforcement

All RPA-owned garages and lots are private property and enforced 24/7, 365 days/year. Violations may result in tickets or towing. On-street meters operate Monday–Friday from 8 AM–6 PM and Saturday from 8 AM–2 PM.

4. Garage & Lot Regulations

The following rules apply in RPA-operated garages and lots:

  1. No trespassing, littering, loitering, grilling, or alcohol.
  2. Vehicles must be operable, registered, inspected, insured, and parked facing forward.
  3. A speed limit of 5 MPH applies.
  4. Restricted vehicle types include RVs, trailers, boats, and similar oversized vehicles unless otherwise permitted.
  5. RPA is not liable for theft or damage to vehicles.

5. Payments & Tickets

Citations, violations, permits, and garage payments are processed through the Website. On-street “Free 15 on Penn” parking is limited to 15 minutes per calendar day during meter enforcement hours; see posted rules. Lost or unreadable garage tickets incur full daily rates plus administrative fees. Payment methods vary by location and may include credit/debit card, cash, or app options.

6. Permits & Monthly Rates

Monthly permits are available for garages and lots, with discounted rates for Reading residents. Permit purchases are subject to additional permit-specific Terms & Conditions.

7. Appeals & Disputes

Vehicle owners may appeal violations via the RPA’s formal appeal process. Appeals must be submitted within the deadlines specified on citation notices.

8. Advertising & Contact

Advertising inquiries can be submitted via email or phone. For assistance, contact the Reading Parking Authority at (484) 339‐4979 or (610) 655‐6166 during office hours (Monday–Friday, 8 AM–5:30 PM).

9. Privacy & Data

Any personal data you provide, such as license plate information or payment details, is used solely for parking services. For more information, refer to the Website’s Privacy Policy.

10. Intellectual Property

All content, including text, graphics, and design, is owned by the Reading Parking Authority and is protected by copyright law. Reproduction without permission is prohibited.

11. Disclaimer of Warranties

The Website and its services are provided “as is.” The Reading Parking Authority disclaims all warranties, express or implied, including warranties of merchantability, fitness for a particular purpose, or non-infringement.

12. Limitation of Liability

The Reading Parking Authority and its affiliates are not liable for any loss, damage, or expense arising from your use of the Website or parking services, including vehicle damage or loss—whether direct or indirect.

13. Indemnification

You agree to defend and indemnify the Reading Parking Authority and its affiliates against any claims, liabilities, or expenses resulting from your misuse of the Website or violation of these Terms.

14. Changes to Terms

The Reading Parking Authority may update these Terms at any time. Continued use of the Website after changes are posted constitutes acceptance of the updated Terms.

15. Governing Law

These Terms are governed by the laws of the Commonwealth of Pennsylvania, without regard to its conflict-of-laws provisions.
